In the year 2001 there were 1,530 traffic deaths in the state of Pennsylvania.  45% of these were alcohol related.

In Pennsylvania the current blood alcohol content limit is .10.  If it is not lowered to .08 before October 1, 2004 the state risks a loss of  4 percent of its federal highway construction funds.  If not lowered by 2005 6 percent and by 2006 8 percent.  A 175 pound man would have to drink approximately 4 drinks in one hour to reach a blood alcohol level of .08.
